
On October 11, 2025, at approximately 1:05 AM, Caruthersville Police were dispatched to an address on Adams Avenue in reference to a possible physical domestic assault. Upon the officer’s arrival, yelling and banging could be heard from inside the apartment. As officers knocked to announce their presence, a female voice could be heard calling for help from inside. Once officers gained entry into the apartment, the female told officers that the male had brandished two pistols. The male was ordered to the ground but was non-compliant. A Taser was deployed, and the male was successfully placed into handcuffs. The 47-year-old male was booked into the Pemiscot County Justice Center on a twenty-four-hour hold for the charges of Domestic Assault 1st Degree, Armed Criminal Action, and Unlawful Use of a Weapon.
On October 11, 2025, at approximately 11:10 AM, Caruthersville Police were dispatched to a residence on Ward Avenue in reference to an irate male on the property. Upon the officer’s arrival, contact was made with the male in question and the reporting party. The male was placed under arrest for the misdemeanor charge of Trespassing 2nd Degree and transported to the Pemiscot County Justice Center. During the booking process, suspected drug paraphernalia was located on his person. The male was booked on the original trespassing call, along with the felony charges of Delivery of Controlled Substance to a County Jail, and Unlawful Possession of Drug Paraphernalia.
On October 12, 2025, at approximately 12:56 AM, Caruthersville Police responded to an address on West 11th Street after seeing a subject with an active no-bond Pemiscot County Probation Violation warrant standing outside. Upon attempting contact with the subject, -year-old Kelvin Foster, he barricaded himself inside the residence and refused to comply with officer’s instructions to surrender peacefully. After officers advised Foster several times to exit the residence, officers told Foster that force would be used to gain entry into the residence and complete the arrest. Due to Foster bracing the door to the residence, officers broke two small panes of glass and utilized a Pepperball launcher to gain compliance from Foster. After approximately 6-8 rounds were launched into the residence interior, Foster removed the board that was holding the door closed and opened the door for officers. Foster was then taken into custody with no further incident. A female inside the residence experienced momentary breathing difficulties from exposure to PAVA, and MedicOne EMS responded to the residence; however, she refused treatment. Foster was booked into the Pemiscot County Justice Center.
On October 12, 2025, at approximately 6:46 PM, Caruthersville Police at Jason’s Fish & Chicken were informed by employees that two customers (a white male and a white female) had left without paying for their meals. The subjects were seen leaving the property in a black Chrysler 300 with Tennessee license plates. Officers began checking various locations around the city and located the vehicle at the Farmstead Hotel. Officers were eventually able to locate both subjects on the hotel property and placed them under arrest for the municipal charge of Stealing. While checking the NCIC database for active wants/warrants on the pair, officers discovered an active no-bond Texas State Parole Violation warrant for 46-year-old Thomas Zachary Jr of Houston, TX. The warrant was issued in relation to the original offense of Murder. Thomas was booked into the Pemiscot County Justice Center on his warrant and a twenty-four-hour hold for the municipal charge of Stealing, while the 45-year-old female was booked on a twenty-four-hour hold for the municipal charge of Stealing.
