
Poplar Bluff, Mo. – Special Prosecuting Attorney Ryan Dicus announced that Carl Rose, 38, of Sikeston, a former law enforcement officer with the Sikeston Department of Public Safety and the Scott County Sheriff’s Office, is now a convicted felon after pleading guilty to multiple felony offenses.
Before the Honorable Kacey L Proctor, following a change of venue from Scott County, Rose pled guilty to one count of the Class B felony of money laundering, for which he was sentenced to thirteen (13) years in the Missouri Department of Corrections; two counts of the Class D felony of stealing, for which he was sentenced to seven (7) years on each count; and one count of the Class D felony of forgery, for which he was sentenced to seven (7) years. All sentences were ordered to run concurrently.
As part of the plea agreement, all remaining counts were dismissed. The execution of Rose’s sentence was suspended, and he was placed on five (5) years of supervised probation.
As a condition of his plea, Rose was required to voluntarily surrender his Missouri Peace Officer Standards and Training (POST) license, permanently barring him from future employment as a law enforcement officer. He was also ordered to pay restitution of nearly $460,000 to the victims in this case.
“As a former police officer from a law enforcement family, I know the responsibility that comes with the badge,” Ryan Dicus said. “When someone abuses that authority for personal gain, it damages public trust and demands serious consequences.”
“This resolution was reached because it maximizes restitution to the victims while permanently removing the defendant from law enforcement,” Dicus added. This investigation reflects the professionalism of the Sikeston Department of Public Safety and the Scott County Sheriff’s Office and represents an important step in holding the defendant accountable while securing financial recovery for the victims.
