Caruthersville man arrested Tuesday for the abuse or neglect of a child. 46-year-old Kenneth Flanagan was arrested on two active warrants. He is accused of placing a minor in locked constraints and leaving the victim alone and unattended in the basement of a home in Pemiscot County on June 16th last year.
Flanagan was transported to the Pemiscot County Justice Center where he is being held on a $25,000 cash bond.
According to Missouri casenet, Flanagan will appear in court on Monday, August 20th and Monday, September 10, for case reviews on the two charges which date back to June of last year when he was arrested by the Steele Police.
